Frying drives water out of the dough surface, and sugar syrup then replaces some of that water with a solution too concentrated for most microbes to grow in.
The combination gives a sweet that keeps for days at ambient temperature without refrigeration, which mattered enormously before cold storage existed.
Any region with wheat or semolina, cooking fat and a sugar supply could arrive at this independently, and many did.

Traditions widely separated from each other converge on the same instruction: hot pastry into cool syrup, or cool pastry into hot syrup, but never both hot.
The reason is absorption rate. Matching both hot causes the pastry to take on syrup faster than its structure can bear, and it collapses.
